CDFI Director of Loan Administration and Portfolio Management

The Opportunity
Do you have a passion for building operational capacity and supporting economic and community revitalization in Baltimore City? The Neighborhood Impact Investment Fund (NIIF) is a place-based, non-profit investment fund with a mission to mobilize capital and leverage partnerships that support community development, drive economic opportunity, and promote equity in Baltimore’s disinvested neighborhoods. Launched in 2019, NIIF is a Community Development Financial Institution (CDFI) certified by the US Department of Treasury and has committed over $75 million in loans and investments in Baltimore communities.

We are seeking a CDFI Director of Loan Administration and Portfolio Management to design and build a loan administration team to enhance an ongoing relationship and risk management of NIIF’s growing loan portfolio and to support increased construction lending. Reporting to the Chief Lending Officer, this role ensures efficient, compliant, and mission-driven oversight of loans throughout their life cycle, including draw approvals, budget management and general project oversight. The Director will also oversee ongoing portfolio management including loan reviews on a semi-annual basis. NIIF envisions that the Director will create and hire one to two supporting position(s) and implement robust procedures as necessary and in alignment NIIF’s mission and impact goals.

RESPONSIBILITIES:

Loan Administration

  • Assist in loan closings in collaboration with lending and finance staff to ensure compliance with NIIF policies and credit approvals.
  • Oversee loan servicing and loan collections, developing and modifying processes and procedures to ensure they are optimized for serving target communities.
  • Manage post-closing draws to ensure consistency and efficiency to maximize borrower success.

Construction Lending

  • Review and revise NIIF policies and procedures for construction lending and servicing.
  • Establish personnel requirements and identify resources to support construction lending.
  • Coordinate all aspects of the draw request process, which includes ordering inspections, reconciling project budgets, reviewing AIA forms and invoices, calculating draw funding, and obtaining internal approvals for disbursements.
  • Monitor insurance policies for all loans in construction, ensuring they are properly converted upon completion.
  • Review any reallocations from change orders, obtaining internal approval to fund, coordinating with Loan Servicing for execution of disbursements, and providing confirmation of funding to the client.
  • Collaborate with lending staff to prepare construction modification, extension, conversion or annual review approvals and/or documentation.

Portfolio / Risk Management

  • Collaborate with the Chief Lending Officer in setting ongoing loan reporting requirements and oversee closing collection and evaluation of required reporting of financial and impact data for all transactions.
  • Oversee all covenant related reporting collection and evaluation.
  • Maintain current insurance policy for all loans including those in the midst of construction and ensure policy is properly converted at completion.
  • Lead semi-annual reviews of all loans to assess credit and operating risk and monitor health of the loan portfolio. Establish and recommend changes to loan-related reserves and / or write-offs as appropriate.
  • Develop and maintain key performance indicators (KPIs) that measure both financial performance and community impact, demonstrating the CDFI’s effectiveness in achieving its mission.
  • Direct NIIF’s handling of all troubled loans, including working with Chief Lending Officer in structuring / approving all modifications, extensions, and collections strategies. Conduct regular review of credit and lending administration processes, focusing on both financial and impact metrics.
  • Prepare and present regular reports for CEO and the board on loan portfolio performance, compliance status, and community impact.
  • Provide insights and recommendations to senior management on strategic initiatives related to credit and lending administration, considering the social and economic needs of target communities.

Personnel

  • Develop position descriptions, hire and manage 1-2 additional staff members to support Credit and Lending Administration functions.
  • Establish performance goals that align with the CDFI’s mission and impact goals, provide regular feedback, and conduct performance evaluations.
  • Foster a collaborative and high-quality work environment that values diversity, equity, and inclusion.
  • Serve as a key point of contact for NIIF team and external stakeholders, including borrowers and public and philanthropic partners regarding credit and lending administration matters.


PREFERRED QUALIFICATIONS:

  • Bachelor's degree in business administration, finance, community development, or a related field; Master's degree preferred.
  • Minimum of 7 years of experience in lending administration, with progressive leadership responsibilities, and preferably in a CDFI or similar mission-driven organization.
  • Proven experience in managing, servicing, and collections processes, with a focus on construction lending.
  • Strong project management skills with demonstrated success managing multiple projects and priorities.
  • Excellent communication (verbal and written) and interpersonal skills.
  • Advanced experience with Microsoft Office applications including Excel and loan management systems.
  • Enjoy collaborating with diverse team members who are working together to re-envision how we combine investments and financial expertise to drive change in communities.

Compensation:

  • The anticipated annualized salary range is $130,000-$140,000 for full time employment, along with a benefits package, including medical insurance, HSA, and retirement benefits. A generous paid time off program is also available.
