The work of SGBP’s Enhanced Services Program improves the quality of life for our community members by enhancing parks and other public spaces in the SBGP District. We are looking for our next Enhanced Services Manager to support the growing Enhanced Services program. This position oversees a diverse portfolio of projects, including waste management, sports, and public activation events that improve use of the waterfront; and other projects that enhance public space and implement the Reimagine Middle Branch Plan. This position tracks projects throughout the process, including project budgets. The Enhanced Services Manager works with a diverse group of stakeholders and vendors in the community, serving as a liaison with public, private, and nonprofit sector partners.

Here's a Snapshot of the Position:

Project Management:

  • Supports the Enhanced Services Director to manage a large portfolio of highly varied projects, performed in multiple locations by multiple private and nonprofit vendors.
  • Manages the scope of work, budgets, and billing aspects of contracted work with vendors and consultants.
  • Manages projects through all phases to completion. This includes project development, contracting, receiving and processing payment requests, and quality control.
  • Reviews contracts and payment requests for accuracy and completes necessary administrative work to process payments.
  • Collaborates with operations to ensure project compliance and other project requirements (e.g., procurement, City MBE/WBE participation).
  • Maintains accurate and detailed information and documents for project management.
  • Provides regular updates on project status to supervisor, SBGP staff, and SBGP Board of Directors.
  • Conducts regular site visits to ensure compliance and successful implementation of the project.
  • Supports grant applications, organizes stakeholders, manages contractors, and proactively solves complex problems as needed.

Vendor Relations:

  • Solicits bids from a variety of vendors.
  • Notifies vendors of SBGP protocols and supports them throughout the project.
  • Strategizes ways to encourage and coordinate collaboration among the portfolio of program partners.
  • Coordinates and attends regular meetings to ensure clear and frequent communication between vendors, SBGP, and other project stakeholders.
  • Answers questions from vendors.
  • Troubleshoots and helps vendors who may be late in achieving deliverables or processes.
  • Consistently looks for ways to improve vendor processes and project support.
  • Reviews projects for completeness and follows up with relevant stakeholders to ensure projects are completed to satisfaction of all parties.

Neighborhood and Community Relations:

  • Cultivates program and neighborhood relationships to understand the physical and social context of SBGP neighborhoods.
  • Manages select projects, such as waste reduction, youth sports programming and environmental stewardship, from concept to completion.
  • Researches best practices and current trends in parks and recreation facilities, maintenance, and recreation programs.
  • Assists community partners to navigate SBGP policies and procedures and remove barriers that impede successful completion of projects.
  • Collaborates with other SBGP departments to integrate efforts across all areas of the organization.
  • Deepens understanding of neighborhood dynamics and maintains diverse relationships with community members and leaders.
  • Maintains knowledge of, and relationships with, relevant agencies and staff within Baltimore City government.

External Relations:

  • Attends meetings and events to represent SBGP as appropriate.
  • Presents at community and SBGP board meetings as required.
  • Builds productive relationships with a diverse set of vendors that enable effective ongoing communication.
  • Coordinates engagement with stakeholders and project partners, including Baltimore City government agencies, community groups and city residents, developers and property owners, local businesses, etc. for the Reimagine Middle Branch plan.

Community Engagement, Public Outreach, and Events Support:

  • Represents SBGP at community meetings across the District to disseminate information and gather useful feedback and information for SBGP.
  • Communicates effectively and collaboratively with relevant community groups and associations, neighborhood leaders, public officials, property owners, and other project stakeholders.
  • Coordinates – and attends – SBGP-led and supported events, programs, projects, and activities.
  • Attends community association meetings on an as needed basis.
  • Reports on projects pertaining to South Baltimore communities.

Is This You?:

  • Bachelor's degree or equivalent in work experience.
  • 5+ years of experience in program management.
  • Excellent interpersonal skills when dealing with diverse groups and individuals, including stakeholders, partners, business leaders, residents, neighborhood leaders, government leaders, state/local officials, etc.
  • Excellent verbal and written communication skills.
  • Demonstrated proficiency with research, planning, and evaluation.
  • Strong organizational and planning skills and attention to detail, with ability to anticipate, initiate, and advance multiple priorities and projects concurrently.
  • Demonstrated project management experience.
  • Knowledge of digital accessibility (a11y) tools and concepts is a plus.
  • Software proficiency including:
    • Advanced proficiency in Microsoft Word, Excel, PowerPoint, and Outlook
    • Google Suite (Calendar, Docs, etc.)
    • Google Maps
    • DocuSign
    • Grant Managment Software (Submittable)
    • Adobe Acrobat Pro
    • Asana
    • Video Conferencing to conduct meetings and events via Teams, Zoom, or other video conferencing technology
    • Geographic Information Systems (GIS) (CodeMap, Eagle View)
  • Available to work occasional evenings and weekends.

Terrific Total Compensation Package:

  • Entry annual salary range of $63,000 to $70,000.00, commensurate with experience.
