The Downtown Partnership of Baltimore is seeking a new Chief of Operations Management to lead internal operations, accelerate the growing reputation and success of the organization, and further the mission to make Downtown Baltimore the best place to live, work, and play in Maryland.

ABOUT DOWNTOWN PARTNERSHIP OF BALTIMORE, INC.:
The Downtown Partnership of Baltimore (DPOB) connects Maryland residents, businesses, and visitors to everything that’s happening in the state’s largest business center, cultural district, and fastest-growing neighborhoods. They oversee the Downtown Management Authority (DMA), Baltimore’s oldest and largest business improvement district (BID). DPOB's programs – including uniformed operations teams of Downtown Baltimore Guides, Clean Sweep Ambassadors, and Park Stewards – make the 106-block downtown district more attractive, vibrant, and hospitable.

POSITION SUMMARY:
The Chief of Operations Management (COM) will manage the day-to-day operational functions of DPOB and DMA, and will report directly to the President. The COM is a key member of the senior management team and will be crucial to the operational excellence of DPOB.

The COM will manage DPOB's internal operations across a range of dimensions, including execution of strategic initiatives, financial performance, operational efficiency, and workforce planning. The successful candidate will work collaboratively with the existing DPOB team and will use operational experience and expertise to bring fresh, innovative, and practical strategies to DPOB. The COM will work with the leadership team to establish and maintain a constructive and productive workplace culture.

Successful candidates for the position will need to demonstrate the following:

  • Distinguished and appropriate credentials in a similar senior management position.
  • Ability to develop, implement, and oversee core systems and processes that drive how an organization operates, including staff accountability strategies, systems automation/integration, success metrics, and overall operational efficiency.
  • Ability to set and manage expectations for the teams - and to measure progress towards meeting KPIs and goals.
  • Ability to oversee both the broad aspects of operations, as well as the tactical day-to-day execution of a business.
  • Superb communication skills.
  • Ability to lead various program initiatives and establish credibility and trustworthiness among the staff, especially with our Clean, Safe, and Outreach, and Parks teams (this part of the DPOB workforce is approx. 60 employees).
  • Personal commitment to a collaborative and team approach to work.


RESPONSIBILITIES:
Our successful candidate will be responsible for the following areas:

Organizational Leadership:

  • Provide direction and leadership toward the achievement of the DPOB’s philosophy, mission, strategy, and its annual goals and objectives.
  • Collaborate with the President and Senior Leadership team to establish and accomplish strategic plans and goals for the organization.
  • Translate strategy into actionable goals and execution plans for meeting performance goals and metrics.
  • Design and interpret policies that promote DPOB culture and vision.
  • Offer advice, guidance, and direction on business matters, including operational policies and procedures, risk management, facilities management, and management of stakeholder relationships.
  • Foster a success-oriented and accountable environment.

Program Management:

  • Set goals and establish KPIs to maintain accountability and measure success for the variety of DPOB programs.
  • Evaluate organizational performance by analyzing and interpreting data and metrics, and implement appropriate measures to enhance outcomes.
  • Lead research, analysis, trends, and program evaluation of operations in support of strategic planning, and day-to-day problem-solving.
  • Establish and coordinate the Clean, Safe, Outreach and Parks Program initiatives with other in-house staff personnel of DPOB.
  • Oversee the activities of the Clean, Safe, Outreach and Parks Programs, working in conjunction with other government entities, such as the Baltimore Police Department, Department of Public Works, and Mayor’s Office of Homeless Services.

Staff Leadership:

  • Communicate openly and effectively with all staff and facilitate the communications between executive leadership and departments.
  • Build and maintain engagement of the Operations team.
  • Lead and develop staff to encourage optimal performance and dedication to the organization.
  • Strategize with HR and the Leadership team to recruit qualified team members and to conduct workforce planning.
  • Implement and oversee program policies and staff performance.

Strategic Planning:

  • Work with the President to establish annual and strategic objectives.
  • Operationalize and implement the strategic and tactical plans with all key stakeholders including staff, board, and community stakeholders.
  • Collaborate with the CFO and VP of Communications to draft and execute key communication programs, including the Annual Report.
  • Assist in the preparation of the annual program budgets with the CFO and business units.

Community Relations:

  • Collaborate with local community agencies and attend meetings when requested by the President.
  • Represent DPOB with various local, state and national organizations through attendance at meetings and conferences when requested by the President.

QUALIFICATIONS:

  • Bachelor’s degree preferred.  Commensurate experience in relevant roles will be accepted.   
  • 10+ years of demonstrated success working in senior management.
  • Significant experience improving efficiency and developing KPIs to drive operational and financial objectives.
  • Excellent interpersonal, leadership, and organizational abilities.
