Job Summary

The Director of Human Resources (DHR) will provide human resources leadership to UMUC Ventures, AccelerEd, and HelioCampus staff (primarily IT and Technology based professionals in Maryland). The DHR is responsible for the design, development, and implementation of HR programs and policies to meet business and client needs; implementing HR strategy across assigned client groups; managing and monitoring staffing and compensation & benefits; change management; developing talent acquisition strategies; and leading other projects, as assigned.

DHR will partner with internal clients to ensure alignment of business objectives and future strategic direction to ensure appropriate level of human resources support and client area resource allocations. The DHR will provide advice, counsel, guidance and problem solving expertise to leaders and team members across the organization.

The ideal candidate will be an experienced HR leader who is accustomed to rolling up his/her sleeves to perform a wide range of HR functions in a high growth environment. This person must be a strategic thinker with experience managing and supporting corporate and subsidiary entities. This individual will work regularly with executives and team members at the various offices of UMUC Ventures in Maryland (Bethesda and Adelphi). This person must be skilled in working with a technologically sophisticated, rapidly growing, and diverse workforce. Our DHR will be skilled and adept in the use of HR technology solutions to serve our management team and our geographically diverse workforce.

We are looking for someone who can be “at the table”, be fully hands-on, and be an outstanding business partner to the executives and team members of UMUC Ventures (and its subsidiaries). At the beginning, this position will be a solo HR leader and supported by outstanding HR, Benefits, and Recruitment third parties to help in the transition.

This is an exempt, full time position that reports to the Chief Executive Officer.

Major Duties and Responsibilities:

Talent Acquisition
  • Develop on-boarding and talent acquisition strategies for all levels of the organization.
  • Use human resources planning models to identify competency and skill gaps.
  • Introduce and coordinate ongoing training at various levels to support organizational mission and increasing levels of staff performance.
  • Manage recruitment for multiple positions in the organization (primarily IT-related).
  • Manage work of third party recruiters, agencies, and contract recruiters.
Employee Engagement
  • Enhance team member engagement by developing and providing progressive and proactive efforts that encourage effective performance, engagement, and commitment of team members including the development of progressive and proactive efforts to encourage effective performance; long-term commitment; as well as the short- and long-range health, welfare, and growth of team members.
  • Integrate into UMUC Ventures philosophy and operations leading-edge practices and thought for retaining and motivating a team of highly-engaged team members for the future.
  • Represent UMUC Ventures to prospective team members, customers, the public, as well as community and professional organizations.
  • Develop and track metrics to ensure positive team member engagement.
Compensation & Benefits
  • Manage compensation and benefits structure and systems.
  • Ensure that compensation philosophy and procedures follow best practices to support equity of salary administration across all levels of staff and management.
  • Interface regularly with Accounting and Payroll departments to maintain timely and effective delivery of compensation and benefits.
  • Design, review and revise benefit plan designs for all team member benefit plans that provide a highly competitive package while adhering to legal and budgetary guidelines.
  • Maintain healthy vendor relationships with team member benefit vendors and consulting firms, as needed.
HR Management/Employee Relations
  • Administer the employment function (recruitment, onboarding, performance management, compliance, etc.).
  • Develop appropriate HR policies, maintain and revise employment handbook as necessary.
Strategic Planning
  • Align Human Resources strategic and operational goals with the business plans and participate in program development with the senior leadership team.
HR Information Systems
  • Lead efforts to improve the use of Paylocity.
  • Design effective use of online performance management system (Halogen experience preferred).
HR Team Leadership
  • Direct the planning, development, implementation, budgeting, and support of all Human Resources department functions.
  • Provide guidance, coaching and direction for all levels of team members to improve the overall support provided to the company.
  • Administer and manage policies, standards, and practices to ensure fair, consistent and effective operations.
Subsidiary Services
  • Lead the delivery of a high level of customer service to all subsidiaries in the areas of team member benefits management, compensation analysis, employee relations advising and recruitment and staffing.
Qualifications Required:
  • Bachelor’s degree in human resources, business adminsitration, or related discipline, or equivalent work experience.
  • 10-12+ years’ experience of strong HR management experience, managing HR functions and related disciplines.
  • Experience in collaborating and strategizing with senior-level management.
  • Experience with HRIS systems including Paylocity, preferred.
  • Minimum of 3-5 years supervising a Human Resources staff.
  • Proficiency in MS Office applications (Word, Excel, Powerpoint, and Outlook).
  • Proficiency with various HRIS systems to improve decision making.
  • Able to perform in a team-oriented environment.
  • Strong organizational skills and the ability to prioritize.
Preferred Qualifications:
  • Master’s Degree in a related field preferred.
  • Certification or advanced training in Human Resources (SPHR or SHRM-SCP preferred).
